The new monster I think is partially based on Heretic stuff, yeah.
Good mapset indeed, IIRC the dude was just like 16 or 17 when he made that, which is quite amazing, as very very few Doom maps made by underages are even decent.

Sigil E5M6 is so wonderful. I love the first half with all the darkness and the teleporting barons, the invincibility secrets, the cacos out of nowhere... the second half is probably the best looking thing ever in Doom. That labyrinth is unreal. Too bad the cybie doesn't appear in HMP.

There are other great levels in Sigil, but M6 is so lovely. The ultimate hell level.
