I would say Alien Soldier is second. Another pretty alright game that could have used better controls and design. Treasure strikes me as a company that has great ideas for cool games but doesn't exactly flesh them out well. A C or maybe even D type developer with some good potential that it doesn't reach. A type dev would have been Squaresoft during the retro days while B tier would be maybe something like Sega I would say perhaps even Namco outside of Tekken. If we are talking retro era btw.
