You would have to redo absolutely everything from the ground up (short of maybe Shatner's clips), it needs more than just polished up graphics or tightened controls.
I've never read the books, but there's a bunch of them, so I assume they must have done something right if people kept buying them, it got a TV show too,
and I figure the premise of "It's the future, find and eliminate these cyber druglords", is perfectly serviceable. You can have a partial emphasis on stealth and infiltration, you could have a bunch of character interaction, some minor puzzle solving here and there, etc, etc.
I mean, "Open-world cyberpunk FPS on the Build-Engine" sounds pretty fucking good.
The problem was Capstone Software, and I think they just so thoroughly failed at basically every aspect of designing a game like this.
The Matrix section alone I think is grounds for life imprisonment given how fucking nauseating, seizure-inducing, and eye-straining it is to look at, and how bizarrely bad it is to play.
