surfing pikachu mini game

Now that I've completed the pokedex, the only thing left for me to truly 100% the game is this. How difficult is getting surfing pikachu? I am thinking of building a team of pikachu, mew, and mewtwo at lvl 100 to transfer to pokemon stadium. Would this be overkill?

It's my childhood brick, I don't feel like mutilating it. Plus, I don't really have a problem with OG DMG.

Yes it can. It's the prime cup. There's even a rental Mew in the R2.
