This unfortunately seems to be the real answer unless I just been unfortunate enough to just stumble upon the handful of bad ones. Yu-No so far has been the only good one I've "played" and to be fair it really is quite good. I'm sure there are other ones out there but I've been quite unfortunate in my pursuits.
The action games are quite mediocre and the system isn't powerful enough to run them at a decent framerate.
It is quite interesting exploring the library however, as you'll be surprised by the amount of great looking games that are basically unknown to most people, but from anything close to objective standards there's very few games that are anything good other than the aesthetics and music. But let me just be clear here, the visuals and music is often god fucking tier.
99% of the VNs just seem to be very sloppy nukige with storylines with a depth of a kiddy's pool. Only in the late 90s and early 00s did they started taking the genre more seriously.
But again it's still interesting to explore the library just for the sake of it

really? the 7220 data sheet says it can handle panning, and the vx model added the ecg blitter.
regardless, at least the later models could handle scrolling. at that point, it would have been the game devs trading playability for graphics (or not knowing any better). before then, if scrolling was an issue, then maybe it made sense to say fuck it to playability and focus on graphics. that would be fair to pin on the machine, at least to an extent.

It can do scrolling graphics the same way an IBM PC can, in software, with results dependent on the skill of the programmer but with a very low ceiling compared to consoles designed to display scrolling graphics such as the Sega Genesis or Super Nintendo. The best PC sidescrollers look like your average Turbo Grafx game, with only 1 background layer and not much going on. Touhou is the same way in that sense, they are games released in 1997 and 8 that look like games from 1984.

It's quite depressing how much PC-98 software is lost forever. Imagine tracking down some obscure game sold on floppy disks 30 years ago in limited amount at Comiket. If Touhou didn't get so big you'd never see it dumped.

The current dumps are pretty shitty too, instead of untouched floppy disks which let you install games normally you have hacked ones that just execute the game or HDD images with MS-DOS preinstalled.

With contemporary stuff, or at least things you know the background of, it's easy to find "the good stuff" because even those that are described as "hidden gems" are good enough to earn that title, and are famous enough to have their name mentioned anywhere to begin with.

But going blindly into PC-98 stuff just means being exposed to all the shit it has to offer, without a compass to automatically filter out the trash simply by virtue of not being mentioned anywhere.

That's the thing though. The small sample size for any lists made means any selections are much more likely to be someone's personal taste, as opposed to the vote of majority that drives the discovery of "hidden gems".

With something like the SNES, "Hidden gem" just means "It's in one lists of best games out of 3 instead of on all of them", but a PC-98 list can often just be "This guy like it enough to include it".

While we're at it, is there any way of forcing a resolution on windowed games?
I keep running into this problem when the games are standalone and not inside an emulator, with the window being way too small to play comfortably, but without being able to fullscreen it because it stretches the 4:3 resolution over my 16:9 screen.

I found a couple of window resizers online, but the only thing it does is allow me to resize the actual window...while the canvas inside stays unchanged.
