Whichever you prefer. Wait is very, very slightly easier since you have more time to go through the menu, but by late game you'll find yourself going through the menus so quickly that the difference is negligible.

Active. the game is already on the easy side, so you shouldn't need training wheels. the only time you should use Wait mode is if you're making a run on Ocean Palace Lavos to get the developers ending, and even then you should switch back to Active after you defeat the shell.
