Every time I hear the owner of some 'one-of-a-kind' prototype game assure that the ROM is already backed up for preservation purposes, my response is, it's not backed up so much as it's (still) locked up. To those who find comfort in that default explanation, ask yourself - what media is the archived material on, how many copies are there, and how and where are they being stored? Because there's no one media that's completely failsafe. If you think there is, you're fooling yourself.

There's always the 'long game' option where you have to wait until someone dies in the hopes the game gets sold or donated, and finally 'escapes' out into the world... but in that situation, there's usually a greater chance of the item being discarded and destroyed. Or someone's significant other decides to clean the basement or garage or attic. Or their house catches fire and burns to the ground, destroying everything they've kept. These aren't what-if scenarios. I've personally run across them over the years from people I've talked with from the industry. So before some of us continue to demonize some unnamed tech or owner for their 'dastardly deed', consider the bigger picture here. There's already been too many games lost over the years. The people who created them spent months - sometimes a year or more - making each one. They didn't make it for someone to squirrel it away like some forgotten relic. They made it for others to enjoy, and they should continue to do just that, long after we're gone. And if it takes someone to rescue/steal it back from the gollums of the world, so be it.

How have you not finished? It's pretty easy to download No-Intro sets for every non-disc based system prior to the DS, and keep them. Only for disc-based/recent systems with large isos and roms should you be selectively downloading. Some hoard even these but they might need to chill out.

Oh, and you don't actually use your hoard folders. You have an Archive folder (where everything goes, by console/system folder of course) which is essentially just to draw from and add to your curated Rom folders which you copy your selected roms to. Whenever you discover a new game, you can just copy it from your archive to your curated selection.

The ROM is based on a copyrighted/protected character that is still very much under copyright protection. If you don't want your butt sued into the next century by the Disney folks (or worse, have the chip confiscated as "intellectual property"), you just may want to keep that "Goofy's Swim Meet" ROM to yourself.
Also, I think another part of it is the collector's mentality of uniqueness. As long as the collector is the only one who has it, it's a one-of-a-kind collectible. It's like owning a unique piece of art. Let's say you have the MOna Lisa and no one else does. Hell, no one has ever laid EYES on it. There's only a rumor it exists, but YOU have it in your house. Only YOU have ever looked at it and know of it's existance. Nifty feeling of ownership there. Now let's say you allow prints to be run and/or copies are being made. Sure, everyone else has a cheap knock-off compared with your original, but the "essence" is no longer unique. It's no longer as exciting to be The Owner as everyone now has an identical version in their home too. Personally, I think this next point is a big 'un. Why give away something for free that cost you plenty? If *I* had spent years making contacts and meeting folks/asking for leads, and I later in life have the once-in-a-lifetime chance to purchase a never-before-heard-of ROM for thousands of dollars, I don't think I'd be very willing to just give it away just because the nameless masses are clamoring for it. *I* spent the time and effort. *I* followed the leads and made the phone calls. *I* emptied out my bank account to get it. And now you want me to just GIVE it to you because you want to play it? No thank you, ma'am.
