For the same reason that SpaceX has nicer rockets than NASA. Star Fox is a private, for-profit endeavor maintaining a very small number of ships. The Cornerian fleet is publicly funded by taxpayer dollars and consists of hundreds, possibly thousands of ships, so they just can't afford to mass produce ships as nice as the Arwings.

I suppose you'd call it headcanon, yeah. I'm just extrapolating the most logical explanation I can think of. Star Fox is a team of 4 people with 7 vehicles (1 capital ship, 1 tank, 1 submarine, 4 space-planes) and they work as mercenaries. All the money they bring in feeds/clothes them and then gets spent on maintaining and upgrading the small handful of ships they own. They don't work for small amounts of money, either. At the end of the game, General Pepper expresses varying degrees of shock at the bill, meaning that even he with his presumably high government defense budget thinks the amount Star Fox is charging is a lot of money and the bill is not paid lightly. The Cornerian army has to maintain much larger fleets and as such can't afford to spend extravagant amounts of money on any one ship. You have to imagine the exponentially increasing cost of building and maintaining not just 4 Arwings, but THOUSANDS of them. It just seems infeasible for them to have a whole army of Arwings out there.

Depends but overall in principle yes. You want as much overview over your terrain as possible. Ideally it should be like you float in space just like that, so the rest of the ship is behind you, pushing you forward.
But you always have to keep in mind that the design will be a mixture of this basic concept and physical necessities like balance, aerodynamics and the maximum stress on the pilot. Remember that in space weight may not be relevant- but MASS will always be! And the cockpit and pilot will be of nearly irrelevant mass in comparison, so you have to take into account how the ship will turn, which is dependant on where the center of mass is. Ideally you should always sit at the center point of rotations and other maneuvers which gives you best control, if sitting at the front for example a turn upwards would not just rotate you but also fling you vertically since you are sitting at the end of the lever, which quickly becomes disorientating. So you should be as close to the center of mass as possible- as you might notice the two things contradict each other, on one hand you should sit as close to the front as possible, on the other you should be at the center of mass. You have to find a compromise when designing your spaceship by finding the best middle ground considering other parameters. For example with the Arwing you know it will also often fly around on planets- so it has to be aerodynamical- see those blue things at the wings- those are the g-diffusers, they have to be as close to the pilot as possible but putting them at the front would make the thing very front- heavy and bulky, meaning its flight parameters in atmosphere would be horrible.

It looks a bit too flimsy for my taste, i wouldn't trust its structural stability during complex maneuvers, especially at the point where the wings are attached. The N64 Arwing looks like a solid piece of spece tech, the wings look trustworthy.
