Why was there no fire flower in SM64?

Using the fire flower was mapped to the run button in the previous Mario games. Mario runs automatically if you hold the stick in any direction completely, so the usual way it was done was out of the question.

B, A, R, the C-pad, and Z were all taken up by pretty important functions that would've taken a massive nosedive in QoL if they were impeded by a shooting fireball mechanic. All that's left was L, but when holding the N64's awful controller the player wouldn't be able to reach it without taking their hand off the stick.

You think about the fireflower, but you didn't stop to think that there's no small/big Mario and powerup mushroom either.
But it has 3 new powerups instead, invisible, metal and wing cap (which could be considered sort of similar to SML2's rabbit hat I guess)
