It's the first generation dude. They're all supposed to be based off animals and mythical creatures which are actually recognisable, simple, and iconic. You can use this as a negative all you want but Pokémon never would have gotten anywhere without he simplicity of Gen 1's designs (plus the bright colours), and they beat most of the "unique" but awful terrible designs of gen 6+.

I think you'll notice that even the well-received designs of later generations are usually simple and derived from an animal or creature.

I think they were trying to go for Kaiju through and through, as these guys were among the first ever designed Pokemon. The aesthetic definitely changed post N64/GBC to hyper cutsey. Pokemon always had 'cute' in it, but the early games didn't go for over the top kawaii.

See Pikachu from the anime as an example. Early Pikachu was cute, but he was still kind of a cunt and had a bit of an attitude, but it gave him personality, especially when he'd drop the attitude and bust his ass to save Ash. Nuchu has been redesigned both inside and out - he's some bubbly dipshit cheerleader.

That describes like 80% of pokemon. By sheer random chance most of the liked pokemon would be animal-like and simplistic.
The truth about popular designs is that they have character, that's why a Hawlucha is more popular than a Talonflame, despite the latter being simpler and more naturalistic.
Pokemon design is also a controlled process, and all the gens were designed under a common set of parameters. Just because something doesn't look like a Gen 1 design, doesn't mean that principled design was ever abandoned.

I like the dark implications RBY set forth by bringing up man-made Pokemon (Voltorb, Magnemite, Grimer, Koffing, and Porygon) and experiments on Mew to create Mewtwo. There's the destroyed mansion on Cinnabar Island, likely destroyed by these rogue pokemon, or at least Mewtwo, who went into hiding in Cerulean cave, and the abandoned power plant was destroyed by more rouge pokemon. The 5 humanoids are likely the result of more experiments, which explains their scarcity.

Of course Pokemon continue to be inspired and based off animals but to further clarify, Gen 1's are on a whole the most basic and simplistic in design and colour-palette. Charizard for example is literally a red dragon (and is one of the most popular pokemon for it). Later on more dragons with more different and unusual designs appear.
