I couldn't find any character worth crap on the internet decades ago or even ways to set up the windows version (which was supposedly a glitchy mess), and some other people took for granted that I used the DOS one for some reason. I'm not against tech advancement but it's undeniable that people in the field went from dumb to downright retarded around the time UX became a thing.
back in the day the lowly IT guy was expected to be able to fix C syntax errors, code a full php server and even do the wiring around the office.

a program is not necessarily bad just because it's not accessible so long it doesn't constrict development
and like I said, most things character-related can be recreated in Mugen to some degree

The closest thing I can think of is IKEMEN, which is basically rewritten open source Mugen with online. Or that one plugin for unity that lets you make 3D fighters.
But yeah, considering the engine's popularity, it's too bad no one has made some sort of modern successor yet.
Not that I don't understand why. I tried my hand at making a Tux Fighters a while back, and let me tell you, making a competent fighting game engine is some tough shit. Certainly not something you can do on your own, not unless you got years of free time

Well, the scale of such a project is much bigger than your average game.
First, you need to make the base fighting engine. This is already no easy task, you need to create a lot of systems to handle stuff like rendering, inputs, player control, hitboxes, character states, special conditions, AI support, etc...
Then, you need to make an actual game on top. Let's say we make something simple, 4 characters and a handful of stages. Creating that kind of content is incredibly time consuming. You need to draw the art assets for each character, program a moveset for every one of them, then balance them so one isn't over/underpowered compared to the others (something that can be tricky to do on your own, since that sort of thing is hard to judge when testing against non-human opponents)
Now that's just for a "standard" fighting game. Let's say you want to make it moddable. Than it gets even more complicated. You need to make sure your engine's code is structured in such a way that it can accept any sort of additions users could throw at it. And since you probably want the modding aspect of your game to be easily accessible (otherwise, why would you make it moddable in the first place?) you're probably gonna need to create tools for users to easily create new content. Basically, making a game moddable is like adding a whole new project on top of the existing one.
AND THEN, since we live in the age of the internet, we can't really consider a fighting game without some sort of online mode now can we? Networking is already a tough thing to do in a normal game, but considering this is a fighting game, then it's even harder because it need to be exceptionally fast and precise. Also, you need some way to ensure people who fight against each other have the same files so there is no discrepancies between players. Also, you need a solid anti-cheat system. Also... (etc, etc)
tl;dr : don't make a fighting game unless you got a whole team of people who know what they're doing.

I used to think MUGEN was really cool back in the day. I used to fuck around and just shove everyone in that I was cool/quality worthy enough to have in a fighting game from my favorites. The problem with MUGEN I soon discovered was that every character has their own physics engine and nothing feels like it fits together leading to a very lets say.. unconvincing product. Even games that are 100% custom by 1 person that did literally everything, still plays like a MUGEN and is too lacking. Its a shame because its one of the coolest things I've ever seen. I guess what it comes down to is cool doesnt always = good. cool thread though, never realized it came out in '99

I know Mugen inside and out and can confirm it can work if you're willing to put in the time and work, which most people aren't.
even PotS, which made some of the best Mugen characters, adjusted them to "mugen physics".
I remember him saying 1:1 ports could easily be done but didn't work because every other character had basic as fuck mugen states. Amachi tried way back when to port Sol from GGXX and it ended up not working at all because no character supported his customs states.

basically you need to know mugen intimately and put together a roster yourself for it to resemble a real fighting game, althoug it can definitely be done

Last time I played Mugen, I was meticulously collecting, resizing and tracing spritesheets to make them all the same size/style. My next step was to synchronize all of the character's move controls to one similar to smash Bros (So that you could easily learn the movesets of any character.) But when I showed my friends they didn't get it and frankly thought my project was dumb.
