Basically you get to a dead end in a level with one of those barrels blocking the way.
You're supposed to figure out you have to stand still on it and push up and down over and over until you build up enough momentum for the barrel throw you high enough to reach the next area, but there's absolutely no signal that you're meant to do this or that pushing up and down would ever do anything beyond the fact that there are "arrows" (the triangles) pointing up and down on it.
Also not playing a game because of autistic fans is a fag move.

and to clarify (not that guy), there is one other place in the game where hitting up and down does move your character, but it's a specific lift that very obviously responds to a single press of up/down on the d-pad. The barrel, by comparison, responds to rhythmic holding of up and down, more like how you would build speed on a swing set.

The final problem, however, is that one of those barrels occurs earlier in the level, and you don't have to use the up/down method to get past it. The thing about the barrels is that in addition to working slowly with the up/down buttons, they also respond (and much more visibly) to you jumping on them. Timing your jumps right will make the barrels go up and down in the same rhythm, but not as high. The problem is that the very first time you have to pass one of these barrels, jumping up and down on them in rhythm will give you the height needed to clear the obstacle. The infamous "barrel of doom", however, appears later and cannot be cleared by jumping. You just barely miss it at top height. That means that players who jumped to clear the first barrel then think you have to jump for every barrel, and then suddenly this one is just out of reach. Makes you wonder if you aren't just doing it wrong/aren't jumping well enough.

But you're teach since the beggining of the game, since Sonic 1 to interact with everything with jump.

The only things that you were supposed to do something different, jump didn't work... so you've got a barrel where interacts with jumping... and that would be really cool, actually. But then you've got to press up and down with something you ARE interacting by jumping?

It's bad level design, even the director said he was sorry for that.
