The VCS uses all kinds of black magic and analog hardware to accomplish what it does. For example there are three different types of sprites (invented by Atari for that console but not even called by that name yet), no more than two of each of them (only one "ball") and they all operate differently from one another but with consistent limitations and physics across different games. Backgrounds are drawn directly by manipulating scanlines not as objects or images.

Basically the hardware was originally designed with pong-like games in mind then beefed up to play games like Combat. It was so unbelievably wildly successful that programmers came up with all kinds of crazy ways to implement the hardware. This always happens with late games on consoles but the VCS was around so long that MOST of its games are late release titles and the hardware is so relatively primitive that it wears its heart on its sleeve so to speak.
