At a guess? Likely blocked off unfinished code in an area that was nuked before release. Devs will obstruct areas in a game that weren't finished. Mortal Kombat Deadly Alliance had a whole other mode that was removed in the final release, but you can see where it would have lead graphically before applying any cheat device. Hot Coffee mod is another example. It's in the game, but you can't access it without cheating/hacking.

Yeah but the player character is a person, not a hill, so it's alright. The player character is also pretty big comparing it to the SS Anne but you can swallow it because the player character is not a vehicle. However the truck is a vehicle and it would look off if it was placed near the SS Anne.
