No, the only version in English is the Saturn version. Even then it's the best version of the game. The Saturn version was the first version and lacks the extra content of the ps1 and 3ds versions.

3DS emulation is fine now, haven't had any problems with the 5-6 games I've played to completion. You need a pretty decent PC, though, and make sure you use the Canary build of Citra if you're going to try it.

It's a stand-alone story although you meet some characters from the first Devil Summoner.
As anons already said, keep experimenting with fusions all the time and don't get attached to demons, think of them more as trading cards, because they have a set level (you can customize them though, certain end game demons will be your good allies).
For the most part just walk around with MC and Nemissa, and only summon demons if you really need the extra help.

For the 3ds version all of the character art and portraits were redrawn by Doi, the original art from the Saturn/Ps1 version being done by Kaneko. They look much different as it they didn't just take the old art and try to increase the resolution, but made entirely new art with the 3ds' screen in mind.

It's kind of sad but the fact that in the ps1 version they added a new ending where Spooky lives makes things a little brighter. There was actually a mobile only srpg that acted as a sequel to Soul Hackers where Hitomi returns from America. It's not deep but interesting none the less, it's on youtube if you're curious.

Yeah what the other anon said, if you really want to play it on a CRT. That's the only reason I'd find to want to play it on anything but the 3DS.
Otherwise 3DS has the faster gameplay and more content. And in this case, the extra content is good, it keeps the original as it is in terms of balance and difficulty, but adds some nice extras (more demons and an extended post-game with super difficult bosses)
