Theoretically, how much could pixel-art have improved if the gaming industry hadn't abandoned it in favor of polygonal models?

Also, what's the crowning achievement of the design aesthetic?

it wouldn't be much different than it is now. The rendering resolution of games and available colors became so high, that we can now make games that have the artistic fidelity of a hand-drawn image. Look at something like cupehad. And if you're talking specifically about the blocky pixel look of low res graphics, that is still around and evolving all the time especially with indie games

I don't think I have seen anything that even compares to Metal Slug. I know that for industry reasons (i.e. no pixel art training or demand for it) we will likely only see indie games using 'pixel art' that is basic 16bit looking sprites but it would have been cool to see some great pixel artists continuing it's advancement.

I remember reading on this board somewhere that to make good pixel art actually took a lot of skill and training, you can't just take a good artist and expect them to transfer that into pixels. This explains a lot about why we don't and probably won't be seeing anything as good as Metal Slug, Tales of Phantasia, Secret of Mana 2 etc... Especially from indie developers. Why take the time to learn this lost art when people will buy something like Shovel Knight, which has a decent amount of pixel art, that can be built a lot quicker.
