House of the Dead didn't have the 4th dimension: the pedal. Being completely constricted on-rails isn't fun. Also, no one wants to shoot cheesy zombies. Virtua Cop put you in at least somewhat relateable heart-racing scenarios.

Enjoy both but what gives VC the edge over HotD for me was the more dynamic movement enemies had. Obviously zombies can't roll out of crates or drive cars so it's more limited on how you can keep players on their toes. Either way both are fantastic games.

People prefer HotD because they love the goofy theme park approach.
Always felt that Virtua Cop were the better games, but disarming bad guys with precise shots is less "fun" than blowing up zombies in chunky bits.

Here's why:
HotD: Camera moves down corridor, turns and remains static. Bullet sponge enemies just move in a line towards you.

VC: Dynamic camera flows with the action and controls the pacing. High skill is maintained with one shot one kill enemies, and they pop out of more interesting places.

Shooting zombies to pieces and watching their bodies get blown apart based on where you shoot them is infinitely more satisfying than just shooting people and seeing sparks.

Also, HOTD's multiple routes makes it more re playable.

Only the third Virtual Cop game had this feature. Virtua Cop 3 never got a home port to any consoles, despite using what was essentially an arcade version of the Xbox OG hardware.

I honestly prefer the Virtua Cop games over House of the Dead, myself. There is something about the pacing in Virtua Cop that I just prefer.

I don't think one is better than the other. They were both fun. My school arcade had the original House of the Dead, the dual-large screen Time Crisis 2, and some Police Trainer arcade games. I would It was easy to go from one game to another and I didn't hold any preferences. The Saturn port of the original House of the Dead was a bit disappointing for its low-res textures opposed to the simplistic but sharp look of the home Virtua Cop release but that didn't make it any less fun to play in my opinion.
