I remember i played a pokemon-like game for wonderswan where they had cellphones and that was your thing. Now that i think of it it was like an open world digimon. Does it ring a bell to anyone?

There's 4 Digimon games on the Wonderswan.

You're thinking of Keitai Denjū Telefang. It was passed around as "pokemon" game in rom form back in the early 2000's a lot.
