Okay, I just read through the actual law. The way I interpret it, RGB mods for most consoles should still be fine. What it may affect is video output mods for consoles that don't normally output video externally, e.g. the DS/3DS; depends on whether simply lacking a video output is considered a form of 技術的制限手段 or not.

Having read through the law myself, this guy clearly knows nothing about law and I kind of question his claim of being fluent in Japanese since his interpretations of the wording are... extremely generous to say the least.

His entire argument is "the wording is vague and doesn't explicitly mention save editors by name so it probably doesn't affect them," which is laughably naive bordering on delusional. The amended text is worded in such a way that it CAN apply to them, and he even admits himself that it could be used as justification to sue the makers of save editors. That's the way everyone on the Japanese Internet seems to be interpreting it as well, and clearly Cyber Gadget was worried enough to pull their affected products in response (he's full of shit when he says 販売終了 doesn't mean "discontinued"; that's literally exactly what it fucking means). The fact that you can still buy them on Amazon for now means nothing, as you can buy a lot of products on Amazon.co.jp that are technically illegal in Japan, like flash carts.

Anyway, as usual don't take anything you read on Reddit seriously.
