Has anybody had any luck text-hooking PC-98 games? I've tried different combinations of anex86, AGTH, ITH, and NPTH and I just can't get anything to work.

PC-98 mostly use shift-jis but some are custom encoding. Text hookers will only work with the former.
You need a text hooker that can detect shift-jis characters from memory and display them. There are those that wait for Windows API calls for graphics that are probably useless for you.

Alternatively there's FBCR. Detects the font graphics as they're displayed onscreen and converts them to text as long as you prepared a whole font preset for them manually.
It got purged from the author's website but the archive dl link still works with the latest build.

The first thread didn't help me much. It's one that already came up from googling around beforehand. The best I was able to do with it was get certain special characters and punctuation to show up.

However, the second one looks promising. The only thing is, it seems like I need some kind of font file. Would something like this work, or do I literally need to painstakingly screenshot every single character and kanji and put it in there? I feel like I'd need to know what each of them was to even do that in the first place.

Just google it, the information is on Tokugawa and VNDB. There's a special build for Neko Project II (http://www.mediafire.com/download/ptonwq141atis1d/npkth.rar)) that works with Andy's ITH. (or Anex in the few cases it doesn't.)
Textractor might also work? Not sure.

The trouble is grammar, kanji is easy. Out of the 2000 kanji you need to know half of those are synonyms and a third are only used in names. The other 500 or so obscure ones you can look up on jisho.org by breaking down by radicals.

Of course I googled it first. That's exactly what I tried to do, but the problem with ITH is that when trying to update it to version 3.0, it gives me a 404 error. And the version I'm using doesn't work with that Neko Project II build.

If anyone has an already updated version of ITH, that would probably help.

Textractor kind of works. I managed to get AGTH to do this earlier as well. The problem is, the text is wrong. It's either showing completely wrong text, or only the punctuation, or only some parts. It's weird. I guess it could just be a h-code issue. I don't know.

I think you will get partial garbage for some games due to PC98 using the same calls for other stuff.
Night Slave on Anex86 is supposed to work well with AGTH (pic related) so you could use that as your basemark to tell if it's working correctly or not but YMMV.
