The system can do polygons, entirely in software and rather slow.

In this case the track segment is a simple animation, traced from a pre rendered animation. The rings and mines have some pre scaled frames, so no scaling is involved. It uses some clever masking to occlude the objects around curves/over hills.

Sonic 2 used a lot of these pre rendered/traced objects. the corkscrews, the rotating drums and screws from metropolis zone etc.
