The lack of a z-buffer seems like a straightforward cost-saving measure. Memory used to be expensive. The PlayStation had 1 MB of VRAM. Adding enough VRAM for an 8-bit z-buffer at the console's maximum resolution of 640x480 would require ~300K more. Giving the developer an option to dedicate part of the existing VRAM to the z-buffer would increase the hardware complexity.

I don't know much more difficult it would have been to implement proper rather than affine texture mapping in hardware. I can at least say that affine is simpler to program.
