I would say it's a good TMNT game, but a bad game

Fun fact: TMNT is based on the same engine as Getsu Fuma Den.
It's pretty obvious to do many things:
- same system of overworld + levels that you can scroll back & forth
- sub weapon system
- the power up jump from getsufuma den was reused as regular turtle jump
- some enemies with similar movement
- lot's of same sounds re-used
- etc etc

It also looks like The Lone Ranger was based on Getsu Fuma Den as well, with the overworld and first person maze parts, although the sidescrolling parts look like they're based on Castlevania instead.

Getsu Fuma Den was a very popular action adventure game in Japan, which never came to the west, but instead we got 2 games heavily based and influenced by it.
