Be aware that as systems get more complex, as does localization. The Famicom and Super Famicom, and Mega Drive are pretty much open books that everyone understands. PlayStation and Saturn less documented. They often use custom compression methods and other tools that have to be reverse engineered.

Effectively with a fan translation patch, the goal is to localize a game, for free, with the devs being given absolutely zero source code or support.

This is why translations past cartridge systems have dried up. We got spoiled with FC-SFC translations, but we should accept that CD based systems are gonna be harder and less frequent.

All the Love-de-Lic games have very little going for them beyond being mildly weird and meta.

Also you should just learn japanese anyway since chances are near nil that anyone will translate those particular games you want to play in your lifetime.
