PC Classic Mini would be highly impractical.
First, all typical PC classics are highly demanding from player games. You can't just promise an easy plug & play solution for PC games and then preinstall highly tactical turn based strategy games that take hours to learn alone, or clunky adventure games that were designed to keep players busy figuring out highly obscure puzzles so they don't feel cheated out of their 20 bucks.
Second, what timeline we are aiming for with this machine? If we're talking '80s, almost all alternative "classic" machines would be superior to PC. If we're talking about '95 and beyond, I bet your computer still can run most of the games even with Windows 10. Which leaves us years 1990-1995, the prime time of hardcore DOS games with keybinds covering 90% of the keyboard.

You know what? Why not make something more focused? How about PC FPS Classics - now it's something I can get behind. The Ultimate Doom/Doom 2/Final Doom with splitscreen to simulate netplay would give people enough entertainment for years, and there are much more good FPS games to put in.

Ok, I'll bite. Some bait now and then ain't gonna kill me.
You wanna now why some games are "roms" and some aren't? Cause of the way the data is stored. Simple as that.
ROM chips are different from RAM chips, floppy disks, hard disks, cassette tapes or flash memory. Data is not being written to them - the chips are programmed with the data.
There is mask ROM which is printed with data at the time of manufacture and cannot be changed afterwards.
Then there is PROM, which is a blank rom chip, that can be programmed once with electric pulses.
There is also EPROM which you can erase with UV-Light.
And then there is EEPROM and FLASH EEPROM which can be erased and programmed electrically - the motherboard rom in your pc is one of those.
What matters is that data on floppy disks and hard disks and cds and all that is stored in a different way. The mechanics of storing that data is different just as having a certain file system and formatting is different from data in roms.
Dos games that came on floppy or diskette or cd-rom cannot be "roms". That only works for rom chips in cartridges.
Now there are PC systems with cartridges that have data programmed into rom chips. Images of those can certainly be called roms. But everything else? Nope.

Back in the CP/M and early DOS days (1 and 2) DOS along with BASIC was often baked in to the PC's firmware, it wasn't a standalone product.

DOS+Basic is built in to a few of the early IBM PCs but the dumb thing is you can't actually access the DOS command line with it, its hardcoded only to run the BASIC interpreter, thus forcing you to boot a DOS floppy to actually have access to it proper. The original 5150 does this.
If I recall correctly some of the Osborne models had CP/M built in to the firmware, but could boot DOS off of a floppy.
