Hijacking the thread a bit, but what are some other games with this interface? I've been playing Lunatic Dawn and want more of this managerial interface.

I think some Wizardry or Might & Magic games had a similar interface on some platforms.

You can run Windows 3 in DOSbox or other IBM emulators.
You can also run any 32 bit Windows in a VM.
WINE is also an option.

Try these. Getting old or obscure shit to work is about experimentation. DosBox or a VM are your best bet. 16bit applications require a 32bit version of Windows to use the Wow16 compatibility layer.

I don't think you can install that that it would actually work (like someone else said, Windows 3.x is extremely janky and depends on hardware quirks that may not be emulated properly). Plus you'd have to keep the Windows 3.x system files stored somewhere on your PC and they'd probably conflict with/confuse your current Windows version.

As native Windows 3.0 application made with Visual Basic 3.0, it will run on Windows 3.x and all later Windows that have VDM (on x86, that means all 32-bit versions). The only difference would be colors and sizes of default controls.

I'd say it should be possible to emulate at least some of these systems on whatever you have at hand.

You'd be surprised at how hacky that PC architectures in the early 90s were. Like for example Microsoft used a couple of l33t hax0r tricks to get Windows 3.x to work with EMM386 and also when you'd exit back out to DOS since it uses 16-bit protected mode and there's normally no way to get back into real mode from there (they figured out that inducing an intentional segment fault would drop the CPU out of protected mode).
