sonic adventure has many nice areas but quake 2 on ps1 is also detailed for older hardware, gran turismo 1 also has a pretty detailed non blocky road textures

I wonder why the hell nobody does this these days.
Fractal layering detail textures were introduced to UE in '99, yet to this day we see games with textures that turn into a blurry mess up close.
Is it really that hard to implement?

Croteam uses simple detail textures that are like >>5104069 said is just grain, and uses a single layer, so if still looks blurry if you stand next to a wall.
Upon zooming in or getting closer, Unreal shrinks the detail texture down, maintaining the density of detail on the same level, so that even at the closest distance, the relative-to-screen texture fidelity remains the same.
Also, Unreal uses lots of different detail texture variants for different materials like wood, plants, metal, stone, temple walls, concretes and such - the example pic is not very good as it shows stone detail textures which are grainier than the rest.

Original Unreal DTs were subtle enough to look good in low-poly levels.
