That was a silicon graphics proof of concept though. Neitehr the PSX nor the N64 couldn't do those visuals, not at that framerate and colors, not even with those simple models. That was the SGI hardware square used for making pre-rendered cut scenes in the 90s.

That was a tech demo, not a prototype. Building parts of an old game on a new console is a thing they sometimes do to demonstrate the difference in graphics quality. I remember a handful of PS2 tech demos just being real-time renders of PSX cutscenes.

That slapping match followed by the FMV when Weapon gets shot in the face by the cannon is one of the greatest moments in video games. This FFVI demo was actually playable on a silicon graphics Onyx 1 workstation at SIGGRAPH 1995. It's possible, that it was also used to as a test to see what an N64 game would have looked like. The Onyx 1 isn't that different from the N64 hardware. Many 64 developers prototyped and developed games using similar hardware.

But this was never meant to be a full game.

I wonder how they pulled it off. I'm not a game dev, but my first instinct would be to treat the GBA like a weaker Saturn and use the sprites as quads, as both systems have similar rotation and scale capabilities. But it's hard to tell whether the games are using quads or tris.

Yeah, but it was introduced in 1993. But the system uses an MIPS R4400 CPU with RealityEngine2 graphics subsyste,. The N64 uses a R4300i CPU and has a graphics core based on RealityEngine 2. Obviously the Onyx has has much more expansion and memory as a system. But the N64 was still based on that hardware. RareWare employees said that they ran Goldeneye prototypes on Onyx 1 workstations and they ran at lower framerates than the finalized N64 hardware. Apparently the N64 is a little faster at rendering polygons in realtime.

It wasn't uncommon for Nintendo to suggest third party developers to prototype their N64 stuff on Silicon Graphics workstations like the Indy and Onyx. This could have been a crude prototype of an N64 game before they scrapped it.
