It's kind of strange to think about it, but when pixelart was just reaching a high level of perfection (Street Fighter 3, Red Earth, Metal Slug series, Garou, etc) suddenly, almost all the big companies stopped using it at the turn of the new millenium so to go full 3D. It's almost dramatic to think about it. Just imagine what a CPS-4 or a new powerful Neo Geo could have been done.

Pixelart kept living it in portable consoles, with some great examples, but it just wan't the same in those tiny screens.

Well, even in an alternate universe in which 3D had not happened at all for some reason, there's a point (and not far off from the time in which 3D took over) in which videogame visuals evolved beyond the limitations that ultimately separated what people usually call "pixel art" from what is essentially 2D animation in general, and eventually merge with the latter.

For most intents and purposes, pixel art has been for a while an aesthetic choice; the examples you mention were clearly among the most polished and masterful examples of the medium, but ultimately were still simply solving the problem of creating crisp and readable detail in extremely low pixel resolutions and with limited palettes; once a hardware jump had provided better resolutions and support for bigger color depth and alpha channels, video games would have become indistinguishable from cartoons and animated features.

Acchhtually, the vertical resolution in X4 was only 16 pixels bigger than the average SNES game, and the player sprite in the former was barely 10 pixels taller than the Mega Man sprite in MM7, so technically pic related is the biggest player sprite in character-to-screen ratio
