You can't save scum in WASTELAND by design. The game is build in a very bizarre, specific way, it randomizes things when you load the game, so you absolutely cannot cheat via saving.

No, because equipment/stats and your position doesn't randomize, only time/events and several other things. It's basically life a persistent world which doesn't wait for you, like if game runs in real time even if you're not playing it (though it was, for obvious reasons, way much more primitively implemented than in, for example, Star Citizen), so it doesn't care if you load a game or not - things will be different.
