In this thread, we mention Japanese games for PC. PC in this case refers to DOS and Windows and not proprietary formats like the Amiga or the various Japanese computers. It seems like when DOS and Windows dominated the computer market, Japanese developers slowly pulled out of the platform, though there are a few that did get released.

Nowadays, it's not unheard of for Japanese console games to get PC versions down the line, but I imagine back then was a different story. Pic related is to my knowledge among the first Japanese games for PCs, even if it was ported by a western developer, in this case by Westwood Studios.

DOS and Windows are proprietary. PC98 and FM Towns used their own versions of MS-DOS and MS Windows.
IBM and clones were available in Japan and had some success in the early 90s. DOS/V ports became as common as Towns or x68k ports but it couldn't win against the PC98.
the real breakthrough for them came when NEC decided to give up on the PC98 architecture and switched to producing IBM clones for Windows 9x.
In the early days of Windows 9x a bunch of Japanese console studios ported their games there but in the end it didn't last and you rather saw the exodus of former PC98 studios to consoles like the PS1, leaving only the eroge market.

Oversea releases of Japanese games to IBM architecture was common well in the 80s with companies like Sierra.

Many arcade games from the likes of Sega, Konami and Capcom had DOS ports made by western developers. Resident Evil is not the first in that regard.

Ys I and Silpheed both had DOS ports back in their day too.
