You'd just need to change the polygon draw function to send shit to a d3d buffer, and change the polygons to use TrueColor instead of vdp2 palettes, hit recompile, and you'd have 90% of the game running fine. You'd only need to do major work on the backgrounds - but you could render that shit Saturn style with some pixel shader code.

The problem with the game, somewhat parallel to other late 5th gen games like Vagrant Story is that it was too ambitious, not just for the hardware but especially in the case of PDS for the development team as well. It feels very empty, which yeah in the case of PDS kind of can work for the setting but these are the kind of games that could benefit tremendously from a more fleshed out remaster - but if the core gameplay isn't correct then all the added content in the world would only make it feel more wrong.

It's ridiculous to claim PDS isn't a good game even with its flaws. It just makes you look like an internet contrarian.

It is a good game though. It's one of the best of the era, it cuts out all the fluff that plagued the genre like grinding, convoluted messy writing that drags on for 100 hours and endless filler content and distilled it down to a precise and wonderful 15 hour experience.
Combined with a completely original, engaging and unique battle system and an utterly phenominal OST.
If you think this game is a mess you have played fuck all JRPG's from the era my friend or you're just being a shitbrained troll.

Oh, what exactly am I not knowing here? It's a completely bog standard gouraud shaded polygon game, the only extra shit beyond that is the VDP2 use as ground/water planes, sometimes with transparency.

honestly, even if they still had the sources, Sega's a bunch of lazy shits who still think banking on their top five properties, continuing to mismanage Sonic, and doing nothing else is a reasonable business strategy
and unlike their constant Genesis releases, they don't have a Saturn emulator

VDP1 draws stretchy sprites and can do shit with their colors, resulting in textured, shaded polygons. That's it. It's different from how everyone ended up doing it, but that's a non-issue these days.
VDP2 is a tilemapper chip that does blending effects and can rotate a surface in 3D.
The capabilities of both can be (easily) replicated on modern GPU hardware.
The two CPUs are standard SH-2 CPUs.
There's an SH-1 in there too for CD access, but it only runs code from its ROM.
The SCSP is basically just a sampler chip with a pre-programmed DSP for reverb.
It's got a 68k of some variety to use for running the audio driver.
Oh, and there's a general-purpose DSP chip (that a fair few games just ignored), mainly for use with transform and lighting.

the only thing really special about the Saturn is its low fillrate and how many processors Sega was willing to put in the machine

It's gonna be fucking expensive to make, though.
You'd basically make a disassembly and then rewrite the game using the disassembly as a direct reference. It's a lot of work.

The SH1 is a closed system you send "read file x" commands to, it isn't an issue unless you use it as bonus RAM, even then, the CD Block commands can be looked up and replaced.

68k runs a bog standard SCSP driver, that you can interrupt from the SH2 side and tell it to play sample x. Again not an issue, other than looking up the difference between what is SFX and what is a music track, but they all use different banks.
SFX might get mangled but you can pre-record the music from the plenty of soundtrack disc releases.

the DSP wasn't used in the game.

The main SH2 code is an issue only if the game was written in assembly instead of C or C++.
