Do merchants and traders for immigrant town have a higher spawn chance anywhere? I'm having a hell of a hard time finding them to build a bazaar, in 2 hours I only found 3.
I know about the cheat you can do to dupe NPCs by transferring them between saves, but I heard that it can cause bugs and I do not want to risk anything at this point since I'm 102 hours in.

The trick to find immigrants quick is to go to certain places where you can see them by enter and going out a room, after you see a immigrant that you don't want move to the next spot, if you went to all spots and did't find the ones you wanted, reset the game and start all over again, this way took me around 12 hours to have all of the towns variants for the mini medals.
Here are the places that i used:
Estard Inn 2nd floor
Rexwood Inn
Falrish Inn
Falrish Church
Coastal Church
Coastal Inn 2nd floor
Coastal Armor Shop basement
Engow Inn

Forgot that you have to save before you reset the game.

I know that, but are the chances of merchants and traders specifically spawning different anywhere? I know that Hamelia seems to have the best spawn rate for NPCs in general of the places I use since it usually spawns an immigrant after 1-4 tries, with it taking only like 10 tries at most.

They have the same spawn rate.
