Domino effect. He builds a basic robot or roboticizes a critter and then it captures/builds more for him. The disposable army can then harvest resources and materials as well as perform construction all at the low cost of animal life energy.

He still likely wants to be a great teacher/scientist/leader like figure akin to Gerald though despite the machinations he takes to acquire respect and power outside the law, so his end game is a global coup. It's unfeasible, but again, he doesn't give a shit. Even if he can't really win, no one can really stop him.

My headcannon from playing the Genesis Sonic games was that Robotnik was the only person on the planet(be it alien, future/past earth). Hence all the robots, huge walking talking animals, and no other people. Theeeeennn I played Sonic Adventure and I'm more confused than ever.
