Considering how much the JRPG genre contributed to SONY's success, and how little Nintendo did to cultivate the genre during the NES and SNES era (and especially Nintendo's own CEO having negative opinions on RPGs at the time), was the N64's lack of JRPGs truly to blame on cartridges?

Let's remove the cartridge from the equation, because the SNES proved you can make great JRPGs with cartridges. Is it more likely that companies just didn't want to put up with Nintendo's bullshit because they knew what the company was like when it came to RPGs?

Imagine creating a JRPG for the N64 and getting absolutely NO coverage from Nintendo. That would be absolutely dire. I think more companies would have tried putting out JRPGs (or even stripped down PS1 ports) on the N64 if they knew they had Nintendo in their corner.

RPG creators wanted a format which would help them explore more grandiose story telling and make their games feel more cinematic. CD offered it more inexpensively and allowed more opportunities to do more experimental things. Cartridges didn't.

This is merely a persistent myth. There were no "blockbuster level success" JRPGs on the PS1 other than the three Final Fantasy games. And those sold to normies mostly on the back of flashy cinematics.

The real there were barely any JRPGs on N64 is easy. No flashy cinematics = no sales to justify the cartridge format and royalty fees. If you're gonna make a niche game with SNES style graphics, you may as release it on the PS1 where the costs were low.

problem with n64 was that it wasn't as easy to do decent 3d or 2d like people were able to do with ps1/ps2 (without building custom microcode for the n64's graphics processor). n64 devs had their hands tied, especially when nintendo REFUSED to share their custom microcode to make developers lives easier. nintendo made it harder for everyone except themselves. another prime factor is licensing costs. it was far cheaper to develop for sony and far better tools were provided to their developers. these games need a lot of room, and n64s limiting cart sizes made such game development on n64 totally unappealing. sony had plenty of storage space to play with.

Nintendo never had an anti-RPG policy - SCEA actually did for a time and wanted to focus on action and racing games and 3d graphics.

Beyond the Beyond was the first roleplaying game released stateside for the psx a full year offer the console's NA release and the game's japanese release. The fact that American execs wanted to focus on 3d graphics eventually led to ff7s release on the playstation (instead of the n64 which it was first developed on)because it was so graphically impressive (Square for their part obviously resented Nintendo over their short sighted and expensive cartridge based strategy). Nintendo never had an anti-rpg policy - developers just hated them as their policies were restrictive and their QA was intense.
