Well a few reasons...
For one, since everyone was over the Playstation, I doubt many would've payed attention to what was happening on the SNES at the time. Inafune made this game as a consolation for those who couldn't play 8 (and by consolation I mean having you dick get punched). Second reason might be another case of being way too punishing. Still, would've preferred it to be on the SNES instead of godawful GBA port.

People always say "The NES was dead by the time it came out" or "JRPGs weren't popular at the time", but I think it would have been more popular in the US because of its non-fantasy setting

Smaller screen and bad audio quality. It's a compromise. The only thing in its favor is being portable but that's beside the point considering you should now be able to play the original version on 3DS, Switch, whatever, if it was included in the collections.

Because it came way too late into the SFC's life and so Capcom decided to not take the risk to release it outside of japan. Plus, the cart itself was quite expensive to make, which made it riskier to release outside of the local market.

The game was going to be launched in 1991, coinciding with the release of the SNES. It wasn't until 1992 and onwards that the NES would officially die, as most NES releases saw an abrupt decline in effort put into them.

The PS2 era killed it. 2D was still coveted in the PS1 gen because the polygons on 3D games looked kinda bad and by this point 2D was almost perfected (SotN, Capcom VS, etc.). In the PS2 gen 3D had matured enough that the games now looked fantastic and also the "cinematic" meme was in full force.

Agreed. Even stuff like Battle Network, which definitely has a beginning and end, got dragged on for three extra games that didn't need to exist AND they managed to make shitty spin-offs with no value whatsoever (like Battle Chip Challenge). Not to mention the awful anime.

The Zero subseries did manage to be properly self-contained, but it was a little too edgy and did have an autistic storyline that took itself way too seriously.

Strike 1: Powered Up and Maverick Hunter X not selling well. There were semi-consistent releases up to this point, and suddendly stopped after this full force relaunch failed.

Nailing in the coffin: Inafune's animosity towards Capcom in his final years, leading to all the Mega Man projects he was leading getting cancelled (Legends 3, Universe. Online was also licensed during this time).

Aftermath: as they clearly said in the MM11 reveal videos, no one inside Capcom dared to take his role and his brand, specially with the animosity he created before leaving. Some loyalist probably didn't want to compete with MN9 either.

Current revival: Digital Eclypse pitching the first Legacy Collection as a cheap cash in, among other cheap cash ins; Capcom saying "sure why not"; and it selling waaay more than anyone expected, leading to Collection part 2, MMX Collections and MM11 in short succession.

Future: neither will sell as whatever crazy projection they made after Legacy 1's success, and will once again pale next to RE and MonHun. Expect another 10 year drought after this

Having too many games is a good point, as is the X series beyond the first few having a questionable plot at best. I'm not sure I get the edginess or autisticness of the Zero series though, nor how it takes itself too seriously. I am heavily biased though, so that's probably why.

I mean, the Zero series opens with robot blood and Holocaust parallels and doesn't let go of trying to be edgy until it ends, and cyberelves and the Elf War retcons are pure autism both gameplay-wise and story-wise.

Z1 specifically does end with Megaman turning into a Hitler Sephirot, but the rest of the series is no different either. The Dark Elf stuff was bit lighter than the Z1 plot, but after that Omega is all about clone angst and Weil is just an edgy politically oriented Wily. It permeates the entire series.

By "autism" I mean how the cyberelves were implemented. They aren't shit per se, but in order to have a high ranking in Z1 you have to play the game as a collecathon for shit you can never use unless you replay it a couple times, for example. It's the worst kind of collecting as there IS a benefit to it but the ranking system forces you to not use it.

Plus the "story" about the elves is totally bananas and really has no place in what we saw in all X games, it's just totally off. Weil too. I can maaaybe buy the story of the first game but everything else is just a weird series of retcons to justify the tone shift.

I will admit that arguing story stuff isn't my forte and that this kind of thing is probably best done somewhere like /m/, but I think it seeming out of place may have to do with all the leeway Inti was given with the series and them just doing what they felt like doing. It's not really an excuse because they weren't just making their own series, they were making a sequel to X (which in itself was an "edgier" sequel to the classic series) and they made one where everything's grimdark and it all revolves around things that were never mentioned before and nothing makes any sense. It's a lousy sequel both in story and tone.

If they had created something a la Battle Network, which was its own self-contained thing, it wouldn't really matter. Not that it really does because who cares about Megaman's story all that much, it's the tone that is really grating. As a side note, MMBN managed to pay homage to the classic series + X in its own way, which Inti did not do in Zero, AND the one shitty MMBN game we got on the states was made by Inti.
