That was always pretty standard. The idea is that you know you'll find that shit later, so you can choose to either spend money to get it now, or do without until it shows up.

In Zelda games, I like to make use of the shops and stuff. Sitting with your rupees maxed out the entire game just seems boring. Spend that dosh, then get back out there are fight to earn it back motherfucker.

In my experience in most games you can't depend on finding all the equipment and will instead be too weak to advance. But if you're playing a party based game where the characters don't have unique armor you can get one or two pieces of equipment and juggle them if you come across moer.
