Anybody who has ever programmed using a joypad as input knows that input isn't as simple as just pushing a button. Input is often processed to detect edges (transitions from up to down and down to up), and pulsing is imposed if needed, among other things. In many ways, releasing a button is just as important as pressing a button.

That being said, in the context of Mario 64 challenge runs that are the source of the terminology, the distinction between the number of button presses needed to beat all the levels in isolation, and the number to beat the game played as a whole, aren't equal (the former is greater) because of taking advantage of how Mario 64 processes it's input. It's possible to beat the game with fewer button presses by holding down the button in certain cases during the full playthrough, rather than assuming every level starts with the A button up.

Even if you think the name is stupid, you can't argue with what the name is drawing attention to. One way or another, the input of a game can't be described as a series of events where the button only went down (pressed), you gotta also keep track of when the button went up.

It's used in the context of pressing it, holding it down through a segment, then letting go. Counting "2 A presses" for one level and then saying ".5" for the next just means he pressed it twice during one level & didn't let go until the next one. It's dumb, but it doesn't ever end the game on a fraction of a press.

If you pull the trigger on a semi-automatic pistol and hold it down you will only fire once. You only need to push it once to fire a round, but you can not fire another round until you release the trigger. You need a full motion to fire a round.

Similarly, you can jump with only half of one motion, but you can not initiate a new jump until you complete your initial motion.
