I think in this case it may just be a byproduct of Emerald and Ruby being tacked on after the initial release of FF7 JP. They probably just didn't have the time to really make sense of it but wanted these extra monsters in there (which probably were already coded in and just deactivated because they couldn't finish it satisfactorily in time).

essentially 100% on this game amounts to "pick the youth league, visit every area during every chapter even if it says nothing is going on, talk to every non-generic NPC and do things based on what they say." it was a complete clusterfuck. and the downside is I really enjoyed the combat system, but between how fucking ridiculous the % system was and how cringey the dialogue and main cast were together it ended up basically unplayable. imagine a game closer in tone to X or even VII with a combat/job system like this one. it could have been great. still hurts.

Esoteric shit like this exists specifically to sell strategy guides. The only way to get some mega weapon in Final Fantasy 12 is by not opening some chest at the very beginning of the game and then grinding one specific chest that has a 1/128th chance of having it. If you open the chest at the beginning of the game, it won't spawn the weapon ever.
