This is stupid because "GH" never means an 'f' sound as an initial consonant, only as a final consonant. And "TI" never means a 'sh' sound except when followed by another vowel such as 'a' or 'o.' The joke just means to highlight that English is a bit further from a 1:1 correspondence between letters and speech sounds than other languages which use an alphabet (not implying that there's a language which does this perfectly, by the way). And I am sure you can do the same joke in other languages, anyway.

Actually most of the inconsistency (especially 'silent letters') come from French. As in French spelling and not the Latin roots. All those different ways that britbongs spell things (ex. 'Colour', 'Cheque') are because they're still BTFO from 1066.
