They wanted to hype/market each Sonic sequel as a progressive step forward from the one(s) before it, and one way of doing that is adding/changing detail to the protagonist sprites. Whether or not that was actually a good idea is debatable looking back today, but at the time it helped differentiate them as being distinctive sequels and not just "more of the same" expansion packs (with the exception of S&K of course).

The art style as a whole changed a lot, losing the "soft" look of early 16 bit games (straight gradients out of the ass, and little emphasis on constrast contours) with the really textured style of later Genesis games in backgrounds specially.

The character sprites were revamped as well with a slightly more energetic look and lost the somewhat deadpan expressions. Only change I'd say could be objectively for the worse was the hand size and position making the pose less readable.

But yeah, they didn't really anticipate the earlier = better (eventually simplified even more towards different = bad) mindset attached to the "retro" sensibilities that would come years later.

What they accomplished with Mania was having more FMV Sonic/Ingame Sonic discrepancies, since the ingame sprite has only one spine backpiece like in Sonic 1/2, while the FMV has the more conventional two backpieces (head and bust) from its redesign dating back to Sonic CD, and then 3.

Could not disagree more. For mania they took the best features of all three and combined them into one. Better color depth, cleaner looking design, the rounded design of 3 to make him more 3D and gloves are sized somewhere in between 3/2 but clenched in a tight fist in order to hold all that tude'

Even Knuckles is light years ahead of the original. I approve of almost every decision they made as far as the character design is concerned

Sonic 3 is vastly inferior to the previous games in almost every aspect, but the aesthetical degradation is really heartbreaking. I'm always genuinely baffled when people call it the best game in the original series.
Right away when you start the game, you notice that the hybrid techno-nature appearance that made Sonic so unique is gone - the landscape just looks like a 16-bit portrayal of a natural place, instead of the artificial trees and robotic landscapes in Sonic 1, 2 and CD. Add to that the music which is okay-ish at best (is there a more boring theme in the entire series than the first zone of Sonic 3?), the inferior levels, and you have a game which is a decent Genesis platformer, but far from the instant classics of 1 and 2.

Of course, once the games started being set on Earth the setting was completely destroyed, but you can already see that they stopped giving a shit in this game.
