Theoretically the best of both worlds would be PAL 60Hz.
Has the framerate of NTSC paired with the color accuracy and hifher resolution of PAL though it only became a thing with the Game Cube.
In the end PAL in the 8 and 16bit era could have been pretty decent had game developers actually put some effort into optimizing them.

PAL60 has the benefits of PAL color encoding, yes, but you don't keep the increased resolution; PAL60 is a 525 line signal, not 625 like normal PAL.
