I think it was a gradual thing. Mortal Kombat II did introduce a lot of new characters, but also introduced the female pallette swap ninja's. But then Mortal Kombat III introduced the pallette swap robots. Back in the day, I totally get that they could just create more characters by just hiring the same guy in costume to just do three times more motion capture. Which was cheaper than hiring three different actors. They got carried away with that. But they did at least try to flesh out those character designs a little more unique when they moved to polygons. It will always be a weirdness of the series.

The largest retail Genesis cartridge is Super Street Fighter II, which is a 40 megabit game (5MB). Genesis ROM sizes did get bigger over time to stay competitive with Nintendo and their SNES. The biggest retail SNES cartridge is 7MB (56meg) in size and was released in Japan only.

The original Sonic the Hedgehog only had a 4meg cartridge which is 512KB in size and was released in 1991. It was the game that caused the Genesis and Mega Drive to explode in sales.

I don't think that releasing anything bigger than a megabyte in 1990 would have made much sense, given the ROM prices then. Sega did release a fairly large number of 16Mb and 32Mb cartridges later on in the systems life when it became an option.

Well of course not. Genesis cartridges were like the perfect size. Plus they came in those sexy black plastic clam shell boxes.

I remember when Sega launched the Sega CD and they were touting that the discs hold 500 times the data of a cartridge. Which was true. But amusing to look back on.

Also people love to bring up the "Genesis does" advertising. But that was the Genesis's advertising campaign between 1989 and 1991. From 1992 to 1995, Sega of America was using the "welcometothenextlevel" advertising campaign.
