It's the Japanese term for the game type, normally it's called beatemup in English but that doesn't always mean z-axis movement which a belt scroller requires

Checked the jp wiki and watched a let's play, Kirby 64 is an "action game / similar to a traditional side-scroll action game"
Kirby seems to be unable to be freely moved in the z axis direction, which a belt scroller requires. It doesn't mater if enemies can move in this direction or if the screen sometimes moves this way, it requires free movement along 2 horizontal axes plus jumping to be a belt scroll action game according to the Japanese wiki definition
