I really enjoyed Outlaws. Completely missed out on it at the time, but bought it on a whim during a Gog sale a while back. I'm no expert so I'd really have to look into the why of it, but the prevalence of hitscan weapons and enemies didn't bother me at all in Outlaws. Usually especially the enemies tend to annoy me in the later levels of these sorta 2.5d shooters

I don't know why I even have to say this, but not all underrated FPS are on Build engine. Hell, in this thread we already have had mentioned Heretic, Hexen, Outlaws, Nitemare 3D, Terminator Future Shock, Alien Trilogy, and Ken's Labyrinth - none of them on Build.

Terminator: Future Shock was pretty unique in terms of its environment and engine
they had realistic outdoor terrain by using heightmaps for the ground and then placing 3D objects on top of that, so you had large outdoor areas where you could fly vtol jets and drive jeeps with full mouselook for aiming and to my knowledge it was the first FPS that had mouselook on by default (unless you consider Descent to be an FPS) and furthermore it came out a year before Quake yet is in most respects a more modern FPS than Quake was.
it was amazing in 1995 to be exploring burned out buildings in the ruins and hiding from giant hunterkiller mechs and hover jets while also having missions where you had to scale big antenna arrays which really looked like antenna towers, and to be climbing along girders in burned out train stations and shit when only a year before it was doom 2 and Quake wasn't even on the radar yet
people shit talk them but bethesda's Terminator games had some real amazing shit for their time. I bought them all new when they came out and the first 1990 game and Future Shock were the real standouts. 2029 and rampage were kind of shit though although i played Rampage before playing wolf3d or doom and thought it was fucking amazing at the time, even though it was basically a really choppy wolfenstein 3d without the combat tactics that made wolfenstein fun to play
