I know Trigger has since had a PAL release on Nintento DS and windows but I'm wondering why it didn't have one for SNES and PSX

Most likely the added cost of having to translate the game into multiple languages.

I don't think Square thought it was worth it.

As for Chrono Cross and so many other PS1 games that they didn't bring over. I really don't know. They released Parasite Eve II over here without releasing the first one.

According to the German Nintendo of Europe translator, they tried to make German, French and English versions of Final Fantasy 6 (finished even) and this. Only Secret of Evermore was released in the end. CT was still a popular import back then.
So on top of Square neglecting Europe for failing the Secret of Mana sales "test", there's the bad blood between them and Nintendo, and apparently not even thinking it's worth it to reprogram to 50 Hz (Nintendo didn't even bother with Super Mario RPG and Kirby Dreamland 3 for that reason)

PS1 releases in the US could not happen for the most part without EA and Sony's help, Sony only cared about Final Fantasy, and Square's own European localization was only established in late 1998 and focused just on FF first and foremost and then a few other titles (they released some in English only iirc)

As for why the DS version of Chrono Trigger is English and French only, there's some internal assets for the rest of the EIFGS languages, but they only finished the translations for the Android version which were then reused for Steam. That's about the one good thing about that version considering they were done directly from Japanese unlike the existing fan translations based on Woosley's script.

So many other European publishers that started like this. Ubisoft went from a PC Engine importer and European Actraiser publisher to localizing a few GBA and DS games nobody else cared about bringing over.
505 Games went from distributing NTSC versions in Europe, until they brought a bunch of Simple series stuff no american publisher would touch because how weird it was, plus tons of anime games.
In Nintendo's case, the likes of Kururin, Doshin the Giant, Disaster Day of Crisis, Xenoblade 1, The Last Story, Hotel Dusk 2... would have never seen English releases to begin with without the European branch, that also started with just publishing stuff the American branch did.

When Enix USA closed down, they were sitting on in-progress versions of Terranigma, Dragon Quest 5 and 6, among other things. What the Dragon Quest series really needed was for someone to salvage those projects like Nintendo did with Terranigma. Terranigma was justified because the previous games moved +150k units in the West. No such strong precedent existed for Final Fantasy or Chrono Trigger.

Chrono Trigger is one of those games where every one of the girls were good.

I prefer Marle because by the end of the game she is so much into Chrono that she'd do anything, plus she has a tight teenage royal pussy.

Because Europe has about 500 different languages so it would have taken 50 years and 5 billion dollars to translate it.
