Americans did invent the RPG. What he was saying is that Square chose not to localize complicated RPGs for consoles because the console audience in the 90s was primarily kids who were not perceived to be interested in RPGs (this was pre-FFVII). In the West RPGs were a PC thing which had an older average audience.

The console/PC divide was much stronger in the days of DOS. While now usually the PC version's better as long as you mod out the mess left by the dev's Montenegrin backup D-team who ported it, back in the day the cheap IBM clones people owned couldn't handle action games with the same finesse as consoles but could handle a lot more data thanks to floppies being a sliver of the cost of cartages to produce so games which were more complex but didn't require speed were preferred.

That wasn't indicative of a trend though. Mand 2D platformers were made more difficult on their western release:- Ninja Gaiden series, Dynamite Headdy, Ristar etc. and Battletoads was made easier for Japan.
