Dunno about Android, but mednafen (also called Beetle) is the best choice for PC.

PCSX-r or ePSXe if you want plugins.
Mednafen for working out of the box.
psxfin if you have a toaster.
Xebra (or was it Adripsx?) if you want to have your home page changed without your consent.

Mind you, anything will work for the most mainstream games, but if you start diving for very obscure stuff, you may have a game that only works in one emulator. For example, Super Hero Sakusen only works in ePSXe/PCSX-r, it doesn't even work on the official sony emulator for the PSP.
Another example would be Enigma - I don't remember which emulator is capable of running it without any glitches.

What? Xebra doesn't even have an installer. You're definitely thinking of another emulator.

And Mednafen is a resource hog. I don't see any logic in building a next-gen gaming rig just to emulate PS1 images of all things. Other emulators are less intensive and get the job done.

You need the ps1 BIOS roms to get it to launch a game. Most ps1 emulators require them. You can find them easily with Google.

By the way, I'm thinking about buying a cheap android tablet to emulate shit.
Anyone know a cheap one, good enough to emulate PSX games smoothly (not on the lowest settings, at least x2 resolution or something) that won't break after two weeks? I don't really care about the size, could be standard 7'. Also battery doesn't matter, I'll be using it mainly indoors.
Or at least, what's the lowest configuration I should look for (CPU, RAM)?
