FF7 > MGS = TR > RE

Never understood the hype for Resident Evil, the only things that were remotely scary about it were the tank controls, camera angles, inventory system and voice acting. RE4 was pretty baller though. MGS and TR were groundbreaking for their time but aged horribly, and MGS's story isn't nearly as deep as I remembered it being. FF7 still holds up today from a gameplay standpoint, its biggest sin being the low difficulty.

This. The only comparable games from that era are RE1 and Alone in the Dark but they're too campy. SH1 takes its subject matter very seriously and it's executed beautifully. System Shock is more or less the futuristic sci-fi equivalent with RPG elements.

I fucking love Haunting Ground, however it's more of a disturbing and unsettling experience than it is meant to be scary. Also it's not retro.

The characters' running animations are too silly to take seriously. It'd otherwise be a spot on example. It's also not retro.

If I may suggest another non-retro game I'd say (Forbidden) Siren 1 and 2. As far as retro horror games go it's difficult to say because so many (survival) horror games at the time fell short, for example Dino Crisis still has that campy feel from RE1 (which has nothing to do with the gameplay or graphics, it's an atmosphere/story thing) and Parasite Eve plays like a turn-based RPG, so it's a much more fun experience than a horror game probably should have. Parasite Eve 2 retooled the combat system and removed the ability to upgrade weapons but I find it difficult to call it a scary game in the slightest, it's more of a action horror game than survival horror. Clock Tower series suffers a lot from terrible localization... and that's not to mention FMV and adventure games like Phantasmagoria, The 7th Guest and The 11th Hour, I Have No Mouth But I Must Scream, etc. Are they scary? I wouldn't say so. But they still evoke horror.

Then there's the games that typically don't get even mentioned but still employ horror themes, Doom for example has you killing demons, it's sometimes very dark and oppressive and were it not for the fast-pace gameplay aspect, it could potentially work as a horror game.
What's scary is down to the individual. The source material is meant to be scary but fear is a deeply personal experience.

Uh, no. There's only one jump scare in the entire game and that's when the dogs jump out of the windows in one corridor. It's literally the one and only time in the entire game with a jump scare. Tank controls are fine and backtracking is only a concern if you're new to the game and don't know what you're doing.

Shows just how ignorant you are, RE4 and RE5 use tank controls (also referred to as 3D controls) and they're from 2005 and 2009 respectively, the only difference is the camera is third person (and RE5 also added strafing which is optional).
Up and Down on the d-pad/analog stick moves the character forwards and backwards, Left and Right rotate the character. Hundreds of games still use tank controls to this day. You wanna know why? Because it functions perfectly in 3D games.

Metal Gear is pretty timeless and everything about it still holds up even today.

FFVII is great, easily the most accessible and easy to jump into final fantasy post-snes

Resident Evil is great but parts of it are dramatically eclipsed by its sequels so it's a little harder to go back to.

Tomb Raider is the only game out of those that I've gone back to and said "I can't play this anymore"

This thread in particular and similar ones are where people on /vr/ that value story, aesthetics and the feeling of progress over game mechanics gather. There's really not 1 /vr/ community, some posters mostly gather in different threads (for instance, the guys at the FPS general are pretty much their own community here).
So it shouldn't be that surprising to you, there's not a uniform general opinion here since "retro games" is really broad.
These in particular are "popular old games that resemble modern games much more than other older games", and since modern games focus less on game mechanics it should be obvious. (And as such, these threads are more prone to /v/ crossposting or to be created by them)
