Are you planning on playing it naturally or with an emulator?

If you're willing to put up with some patching and not-full English support, the get the 2006 "Biohazard 2 PC."

If you're emulating on a relatively modern computer, snag the Dolphin emulator and play the Gamecube version.

If you insist on playing naturally on a console, go with Dreamcast.

It wouldn't be my first recommendation, but the N64 version has some unique content such as blood options (how much, what color) and a series of readable files tying RE2 to games nintenbros lacked access to in the 5th console gen.

I'll just list off the versions, and let you decide
>PS1 (original)
It contains the main game with both ClaireA/LeonB and LeonA/ClaireB, as well as both the HUNK and Tofu scenarios. Objectively the worst version discounting weird ports (Game.com)
>PS1 dualshock/greatest hits
Same as above with dualshock support (the controllers with vibration and analog sticks for the unaware) and an added in EX. Battle Mode.
>N64
Same as the original PS1 version, but with a randomizer (unlocked after beating all 4 campaigns) and the added EX Files, which are based on events that would happen in RE3, CV and 0.
>PC
It's decent enough. Just run it with a guide, only issues I've had with it are that I can't get it to go windowless in full screen until I choose on the modes. EX Battle is unlocked from the start (and I believe HUNK and Tofu are as well). Also, it has remappable controls and a Hard mode, which makes it so that the regular zombies can take a grenade round like a champ. There is also a gallery, which is also in the Dreamcast version.

Mostly the same as the PC version, and I'd say this is the best console version given that it has remappable controls and Nightmare Mode, which is just the PC's hard mode
>GCN
Straight port of the PS1 version. Only cool new thing is that the credits for the end of the B scenario show CGs from the game. Honestly my least favourite version, as I don't like playing RE with a GCN controller. Best version for emulation though.
>PS3/PSP/Vita
The latest version of RE2 on PS1. Good if you want it on the go or don't have a CRT.

Alright, so everytime I mention the Sourcenext version of RE2 and 3, I just mention it offhandedly and say 'It's for the graphics meme' or something similar.
I ended up watching one of the RE2 CGs in the Sourcenext version.
It is fucking beautiful.
That CG makes me want to pirate the sourcenext versions, if I can run them, they'd probably be my go to version for casual play.
I just can't get over how good it looks, usually I wouldn't care, but I'm so used to the compressed CGs that seeing this is genuinely making me a graphics whore.

While I agree that the Dreamcast version is probably the best way to play RE2. No one ever brings up the VMU functionality with the game. The VMU screen displays your ammo count and health while playing. Which I actively used since I would otherwise have to go to the inventory menu to see that information.

Yes Sourcenext PC has by far the best, smoothers FMV quality. Its insane. Plus you can rip them straight off the game directory.
